According to the Swan Lake Estates By-Laws, amended in 2015, Article 1, section 1:
“Only persons belonging to a membership unit, associate members, and … conditional members shall be eligible to serve on the Board. Provided, however, that prior to becoming eligible to serve on the Board, associate members and conditional members must have resided in a Lot in or adjacent to the Swan Lake Estates subdivision as his/her primary residence for at least a twenty-four (24) consecutive month period immediately prior to his/her service on the Board and paid membership fees to the Association for the entirety of such 24 month period. No spouses, persons belonging to the same membership unit, or co-habitants of the same lot … may serve on the board at the same time. Members of the Board of Directors shall be elected by a majority vote of the members of the corporation at the annual meeting of the membership, without regard to quorum, for which due notice has been given…”
